The historic course in March 1999, with 1021 Delhi Police personnel participating
Dhamma Rakkhaka, meaning ‘Guardian of Dhamma’, is at the Police Training College in
New Delhi, the capital of India. A ten-day Vipassana course was conducted at the in March, 1999
in which 1021 Delhi Police personnel participated. A special message from Goenkaji for the
police personnel was played after mett± bhavan±. It described the importance of Dhamma in the
security forces citing the example of Emperor Ashoka

At the end of the course, a new Vipassana centre was inaugurated in the Police Training
College so that the Police Department can continue to gain benefit from the practice of
Vipassana. Facilities available presently include a Dhamma Hall and residences for about 40 to 50
meditators.
